Reconstructing Transparency within SEMAPA

The objective of the project is to initiate a process to achieve improved transparency and social control in SEMAPA – Servicio Municipal de Agua Potable y Alcantarillado, based upon the demands for information from various civil society actors.

Improving the transparency will allow for more effective citizen participation in the planning of the company’s budgetary determinations regarding its public works and services while simultaneously improving their capabilities to effectively evaluate and monitor the performance of SEMAPA.

The activities involve identifying the diverse demands from civil society and the challenges within SEMAPA for producing legitimate data that can benefit the diverse civil society participation. It is anticipated that this exercise will also contribute to the development of a regulatory proposal for SEMAPA to help reform its internal management operations and mechanisms of transparency in order to improve the validity of the data it produces, improve the formats in which it produces this data in order to accommodate the various needs of the various civil society actors, and improve the formal management mechanisms and policies for diffusing information and making it accessible to the public.
