Water utility invoices as communication and transparency tools

She also points to the potential water utility bills can have as communication tools to engage with customers. She refers to research by the Water Research Commission (WRC) in South Africa on how to improve bill formats to make them more understandable.

This shows that transparent access to information is not only about receiving a bill (which is already a positive start) but about receiving it in a readable and comprehensive format.
